Made changes to the data of 29 men in the "Oberig" register: the operator of the TCC in Kharkiv was informed of the suspicion
07.11.2025
Under the procedural guidance of the Kharkiv Specialized Prosecutor's Office in the Defense Sector of the Eastern Region, a suspect has been reported for the operator of one of the territorial centers for recruitment and social support in Kharkiv. Her actions have been qualified under part 3 of Article 362 of the Criminal Code of Ukraine — unauthorized alteration of information processed in an automated system, committed by a group of individuals who had access to it in collusion.
Using her own electronic access key to the "Oberih" registry, throughout July 2025, she unjustifiably made changes to the personal data of conscripted men.
Subsequently, her accomplice — the deputy head of the district TCK and SP, who had previously received a notice of suspicion — used his access to the "Oberih" system to unjustifiably remove these individuals from the wanted list without drawing up administrative protocols and without organizing their military service.
As a result of these illegal actions, 22 conscripted individuals were reserved and received deferments from conscription for various reasons.
The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Kharkiv region with operational support from the Security Service of Ukraine in the Kharkiv region.
Within the framework of this proceeding, in September 2025, a notice of suspicion was already issued to the deputy head of one of the district TCK and SPs in Kharkiv, who, using access to the "Oberih" system, unlawfully removed conscripted individuals from the wanted list.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
