A member of a criminal organization that trafficked children under the guise of surrogacy was extradited from Germany to Ukraine

At the request of the Office of the Prosecutor General, prosecutors from the Obolon District Prosecutor's Office in Kyiv ensured the extradition from the Federal Republic of Germany of a resident of Kharkiv — a participant in a criminal organization whose activities were related to human trafficking under the guise of surrogate motherhood programs.

According to the investigation, the suspect worked as an administrator at a medical clinic and participated in recruiting women, primarily from the Kharkiv region. They were misled, being assured that they would be giving birth to children for married couples, and their role would be limited to carrying and delivering the babies.

In reality, after the children were born, the women were forced to register the newborns in their names and sign documents for their transportation abroad. In case of refusal, the victims were blackmailed and threatened with incomplete payment of the promised reward.

The investigation established that the criminal organization consisted of 12 individuals: leaders and employees of medical clinics in Kyiv and Kharkiv, managers, administrators, and a lawyer. Under the cover of surrogate motherhood, they sold newborn children to foreigners living in countries where such practices are prohibited for a long time.

The cost of the "services" ranged from 50,000 to 70,000 euros per child, while surrogate mothers were paid about 12,000 euros.

In August 2023, all participants in the criminal organization were notified of suspicion regarding human trafficking and participation in a criminal organization. The suspect and three other individuals were placed on the national and international wanted list.

As a result of cooperation between the prosecution, police, Interpol, and competent authorities in Germany, the woman was extradited to Ukraine on December 8, 2025. The transfer took place at the international checkpoint "Krakivets" ("Korczowa") in the Lviv region.

The court chose a preventive measure in the form of detention.

Currently, judicial proceedings are ongoing in the Obolon District Court of Kyiv regarding one of the organizers and two participants of this criminal organization. 

Four other participants have already been convicted.
