The scheme for the purchase of 10 buses for the needs of the community was organized by the head of one of the departments of the Kropyvnytskyi City Council together with an official of the KP "Electrotrans".

During the investigation, it was established that they, abusing their official position and acting in the interests of an affiliated private enterprise, organized the state procurement of vehicles, resulting in a contract worth over 44 million hryvnias.

In fulfillment of this contract, from September 2024 to February 2025, the company delivered the buses, and the municipal enterprise transferred the money.

As a result of the unlawful appropriation of budget funds, damages of more than 12 million hryvnias were incurred.

Prosecutors of the Kirovohrad Regional Prosecutor's Office, together with investigators of the Main Directorate of the National Police in the Kirovohrad region, with operational support from the UCR in the Kirovohrad region, have informed the suspects of suspicion under part 2 of Article 28, part 2 of Article 364 of the Criminal Code of Ukraine — abuse of office that caused severe consequences.

Currently, the prosecutor's office is preparing a motion for the selection of preventive measures for the suspects and their suspension from office.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
