Prosecutors of the Kyiv City Prosecutor's Office have informed the head of the capital construction management department of the Kyiv City State Administration "Kyivavtodor" and the chief engineer of a private company of suspicion for aiding entrepreneurs who poorly repaired a road, yet despite this, such work was accepted and paid for.
The chief engineer of the private company that conducted the quality testing of asphalt concrete provided false information in the testing protocols regarding the quality of materials, which subsequently served as the basis for compiling acts of completed work based on the mentioned forged testing protocols.
The head of the department of the municipal corporation "Kyivavtodor" signed the acts of completed work. At the same time, the suspects knew that the capital repair work on the section of the road from Tarasivska Street to Vasyl Lypkivskyi Street was performed poorly, could not be accepted, and required reworking.
Through their actions, the officials facilitated the embezzlement of budget funds by entrepreneurs who carried out the work and received payment for the substandard repair.
Thus, the capital's budget suffered damage of nearly 5 million hryvnias.
The head of the department of "Kyivavtodor" and the chief engineer of the private enterprise have been informed of suspicion under part 5 of Article 27, part 5 of Article 191 of the Criminal Code of Ukraine, specifically for aiding members of an organized group in the embezzlement of someone else's property by abusing their official position.
Pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in Kyiv with operational support from the Main Directorate of the National Police of Ukraine in Kyiv.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
