An ex-law enforcement officer who tortured and humiliated Ukrainians in the temporarily occupied territories was convicted

Under the public prosecution of the prosecutors of the Office of the Prosecutor General and the Zaporizhzhia Regional Prosecutor's Office, the Dnipro District Court of Zaporizhzhia on December 22, 2025, delivered a guilty verdict against a former police officer of the Zaporizhzhia region.

Prosecutors proved in court that in 2022, during the temporary occupation of part of the Zaporizhzhia region, the former senior investigator of the Melitopol police department voluntarily sided with the aggressor state and took leadership positions in the illegal law enforcement agencies created by the occupying administration.

It was established that the accused initially served as the head of the criminal investigation department of the so-called "Yakymivka ROVS," and later became the deputy head of the pseudo-police unit of Melitopol and the Melitopol district.

It was confirmed that in August 2022, the accused, together with servicemen of the aggressor state, participated in illegal searches of the homes of civilian residents of the Melitopol district who held pro-Ukrainian views. During these actions, he threatened to use firearms and applied physical violence against the victims.

Prosecutors proved that after beating civilians, they were illegally detained in the premises of the former State Traffic Inspectorate in the city of Melitopol. There, Russian servicemen held the victims against their will in a confined space and periodically applied physical violence to force them to learn and sing Russian songs.  

The former law enforcement officer was found guilty of treason, voluntarily taking a position in an illegal law enforcement agency created in the temporarily occupied territory, and cruel treatment of the civilian population, committed by a group of persons in conspiracy (Part 2 of Article 111, Part 7 of Article 111-1, Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine). 

The court imposed a sentence of 15 years of imprisonment with confiscation of property. The convicted person was also deprived of the right to hold positions in state authorities and local self-government for a period of 15 years and the special title of "captain of police."

The special pre-trial investigation in the criminal proceedings was conducted by investigators of the Central Office of the State Bureau of Investigation and the Territorial Department of the State Bureau of Investigation in Melitopol.
