Prosecutors of the Kyiv Regional Prosecutor's Office have reported suspicions against the organizer and 8 participants of a criminal organization that misappropriated budget funds allocated for the restoration of infrastructure facilities. Among the suspects are the deputy head and two officials of one of the city councils in Kyiv region.

They are charged with creating and participating in a criminal organization, misappropriation of someone else's property, official forgery, and legalization (laundering) of property obtained through criminal means (parts 1, 2, 3 of Article 255, part 4 of Article 28, part 5 of Article 191, part 4 of Article 28, part 1 of Article 366, part 4 of Article 28, part 3 of Article 209 of the Criminal Code of Ukraine).

According to the investigation, a private entrepreneur, together with city council officials and contractors, misappropriated budget funds during the restoration of buildings that were destroyed and damaged as a result of the military aggression of the Russian Federation. They carried out construction work at inflated prices and included knowingly false information in the acts of completed work.

Thus, the suspects managed to misappropriate 4.6 million UAH of budget funds.

The measures to uncover the crime were carried out with the assistance of the leadership of the Kyiv Regional Military Administration, in cooperation with investigators of the Main Investigation Department of the National Police in Kyiv region, and under the operational support of the Department of Strategic Investigations of the National Police of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
