Prosecutors have reported suspicions against 5 participants of an organized group for embezzling budget funds allocated for the current repair of the drainage system and waste collection points in the city of Dnipro. The scheme was organized by the former deputy director of the Dnipro City Council's department and the chief engineer of a municipal enterprise. They involved the current director of the Dnipro City Council's department, as well as the director and accountant of the contracting companies, in their illegal activities.

According to the investigation, from October to December 2024, the director of one of the departments of the Dnipro City Council entered into contracts with a controlled enterprise for carrying out repair works on the drainage system and waste collection points in the city of Dnipro. Subsequently, the director of the contracting organization included knowingly false information in the acts of completed works – inflating the cost of the construction materials used. The city council official, being fully aware of the fictitious nature of the information in the acts, signed them, causing damages to the local budget amounting to over 2 million UAH.

Their actions have been qualified under Article 27, Part 5 of Article 191, Article 27, Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine.

During the searches, documentation, vehicles, and over 17 million UAH in cash in various currencies were seized.

Currently, the suspects have been served with motions regarding the selection of preventive measures and their suspension from their positions.

The pre-trial investigation is being conducted under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, with operational support from the Main Investigation Department of the National Police of Ukraine in the region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
