Sale of narcotics and psychotropic substances - the indictment against an organized group has been sent to court

Under the procedural guidance of the Khmelnytskyi Regional Prosecutor's Office, an indictment has been sent to court against 7 individuals involved in the sale of drugs and psychotropic substances.

In August 2023, a resident of the city of Polonne formed an organized group for the sale of narcotic and psychotropic substances in the territory of the Shepetivka district, involving 3 other local residents. The organizer obtained the prohibited substances, established their sale, coordinated the activities of the accomplices, and transferred them their "salaries." The substances were sent by three residents of Kyiv, who stored them in a garage and simultaneously used them.

Throughout 2023-2025, the accomplices actively engaged in the distribution of prohibited substances using the "stash" method in the Shepetivka district, including in the city of Polonne.

In total, the members of the organized group committed 12 crimes in the field of illegal drug trafficking. 

In May 2025, the accomplices were exposed and notified of suspicion. They are currently in custody. 

During 6 searches, nearly half a kilogram of cannabis, equipment intended for the illegal production of narcotic substances, the psychotropic substance amphetamine, the precursor phenyl-2-nitropropene, a pistol, two foreign-made hand grenades, cash amounting to over 1.3 million UAH in national and foreign currencies, mobile phones, and bank cards were seized.

Four members of the organized group are charged with the illegal acquisition, storage, and transfer of narcotic substances and psychotropic substances for the purpose of sale, committed repeatedly (Part 3 of Article 307 of the Criminal Code of Ukraine).

Three others are charged with the illegal acquisition and storage of psychotropic substances and the production of narcotic substances for the purpose of sale, as well as providing premises for their illegal use and production (Part 2 of Article 307, Part 1 of Article 317 of the Criminal Code of Ukraine).

The organizer is additionally charged with illegal handling of weapons and the illegal acquisition and storage of precursors in especially large quantities (Part 1 of Article 263, Part 3 of Article 311 of the Criminal Code of Ukraine).

All participants face up to 12 years of imprisonment with confiscation of property.

The pre-trial investigation was conducted by the investigative department of the Main Directorate of the National Police in the Khmelnytskyi region with operational support from the Khmelnytskyi Strategic Investigations Department of the National Police of Ukraine, as well as the Security Service of Ukraine in the Khmelnytskyi region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
