According to the investigation, the deputy head of one of the departments of the district police department in the region organized a scheme for earning money through the sale of narcotic substances under the guise of providing substitution therapy for drug addicts. He involved three other residents of the region in his "business."
To organize the so-called "work," the suspects rented a premises where they established a medical center, which was supposed to provide free assistance to drug addicts.
After obtaining a license for the storage of narcotic substances, the accomplices purchased them from a municipal enterprise specializing in wholesale trade of pharmaceutical products. Subsequently, under the guise of psychiatric assistance to drug addicts, the suspects sold methadone for money to both patients and individuals who did not require medical assistance.
Thus, the monthly turnover amounted to almost half a million hryvnias.
During the searches, documentation, rough notes, narcotic substances, and money were seized.
Currently, prosecutors of the Dnipropetrovsk Regional Prosecutor's Office have informed the former police officer and three of his accomplices of suspicion regarding the transportation, storage, and sale of narcotic substances (part 2 of Article 307 of the Criminal Code of Ukraine). The issue of choosing preventive measures in the form of detention for the suspects is being resolved.
The measures to uncover the scheme were carried out by prosecutors in cooperation with investigators from the Territorial Department of the State Bureau of Investigation located in Poltava, with operational support from the Dnipropetrovsk Department of the National Police's Internal Security and the Security Service of Ukraine in the Dnipropetrovsk region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
