Прокурори Офісу Генерального прокурора спільно зі слідчими Нацполіції України повідомили про підозру колишньому голові Центральної медико-соціальної експертної комісії МОЗ України та 7 - членам організованої групи в зловживаннях службовим становищем та підробленні офіційних документів.

Ексголова Центральної МСЕК підозрюється в систематичній видачі актів огляду та довідок про інвалідність громадянам, які фактично не мали на це правових підстав.

До складу організованої групи входила його заступниця — наразі діюча адвокатка, лікарка та чотири члени комісії, а також один із сімейних лікарів КНП «Центр первинної медико-санітарної допомоги Дарницького району м. Києва». За даними слідства, учасники групи виготовляли та реєстрували завідомо підроблені направлення лікарсько-консультативних комісій і на їх підставі встановлювали інвалідність окремим особам. Офіційні документи підписувалися та завірялися печаткою ЦМСЕК, після чого особи набували права на соціальні пільги та виплати.

Зокрема, у 2024–2025 роках у незаконний спосіб інвалідність була оформлена щонайменше для 14 громадян. На підставі цих рішень Пенсійний фонд України здійснив виплати на суму понад 2,8 млн грн, чим завдано шкоди державному бюджету.

Дії підозрюваних кваліфіковано за ч. 3 ст. 28, ч. 2 ст. 364 КК України – організація та зловживання службовим становищем у складі організованої групи; ч. 3 ст. 28, ч. 1 ст. 366 КК України – організація та службове підроблення.

Підготовлено клопотання про обрання запобіжних заходів для усіх підозрюваних.

У межах слідства встановлюються інші особи, які могли бути причетними до незаконної діяльності, а також перевіряється коло громадян, що отримали довідки про інвалідність без законних підстав.

За процесуального керівництва Офісу Генерального прокурора досудове розслідування у кримінальному провадженні здійснюють слідчі ГСУ Нацполіції України за оперативного супроводу Департаменту внутрішньої безпеки НПУ.

Примітка: відповідно до ст. 62 Конституції України особа вважається невинуватою у вчиненні злочину і не може бути піддана кримінальному покаранню, доки її вину не буде доведено в законному порядку і встановлено обвинувальним вироком суду.

The former head of the Central Medical and Social Expert Commission and his subordinates had been prosecuted for illegal registration of disability

Prosecutors of the Prosecutor General's Office along with investigators of the National Police of Ukraine notified of suspicion the former head of the Central Medical and Social Expert Commission of the Ministry of Health of Ukraine (MSEC) and 7 members of the organized group for abuse of office and forgery of official documents.

The former chairman of the Central MSEС is suspected of systematically issuing inspection reports and certificates of disability to citizens who actually had no legal basis for this.

The organized group included his deputy — currently acting lawyer, a doctor and four members of the commission, as well as one of the family doctors of the «Primary Health Care Center of Darnytskyi District. Kyiv» municipal non-profit enterprise. According to the investigation, the members of the group made and registered knowingly forged referrals of medical advisory commissions and, on their basis, established disability for individuals. Official documents were signed and certified with the seal of the Central MSEC after which persons acquired the right to social benefits and payments. 

In particular, in 2024–2025, disability was illegally registered for at least 14 citizens. On the basis of these decisions, the Pension Fund of Ukraine made payments in the amount of more than UAH 2.8 million, which caused damage to the state budget.

The actions of the suspects are qualified under part 3 of Art. 28, part 2 of Art. 364 of the Criminal Code of Ukraine – organization and abuse of official position as part of an organized group; part 3 of Art. 28, part 1 of Art. 366 of the Criminal Code of Ukraine –organization and official forgery.

A motion for preventive measures for all the suspects has been prepared.

As part of the investigation, other individuals who may have been involved in illegal activities are being identified, and the number of citizens who received disability certificates without legal grounds is also being checked.

Under the procedural supervision of the Prosecutor General’s Office, pre-trial investigation in criminal proceedings is carried out by investigators of the Main Investigation Department of the National Police of Ukraine under the operational support of the Department of Internal Security of the National Police of Ukraine.

Note: In accordance with Article 62 of the Constitution a person shall be presumed innocent of a crime and shall not be subjected to criminal punishment until his guilt has been proved legally and established by a court conviction.
