1 серпня 2025 року в Офісі Генерального прокурора відбулася зустріч за участю заступника Генерального прокурора Андрія Лещенка, представників дипломатичних установ, міжнародних організацій та проєктів міжнародної технічної допомоги, які працюють в Україні у сфері міжнародного правосуддя.

Участь у заході взяли 25 представників міжнародних партнерів, зокрема з посольств Франції, Німеччини, Нідерландів, Великої Британії, Японії, Італії, Канади, США, а також Представництва Європейського Союзу, ООН, Ради Європи, Консультативної місії ЄС, фундації Global Rights Compliance, Міжнародної організації права розвитку в Україні (IDLO), проекту ЄС Pravo-Justice та інших.

Від Офісу Генерального прокурора на зустрічі також були присутні керівники структурних підрозділів, які здійснюють процесуальне керівництво у справах щодо міжнародних злочинів, а також фахівці, відповідальні за підтримку потерпілих і свідків.

Під час зустрічі сторони обговорили поточний стан співпраці та визначення подальших кроків, зокрема у сфері розслідування міжнародних злочинів.

«На сьогодні задокументовано понад 170 тисяч воєнних злочинів, вчинених представниками держави-агресора. Це найбільший виклик для системи міжнародної юстиції з часів Другої світової війни», – наголосив Андрій Лещенко.

Він акцентував на масштабах і жахливих наслідках збройної агресії рф проти України. Станом на 31 липня 2025 року внаслідок повномасштабного вторгнення загинуло 15 258 цивільних осіб, з яких 640 дітей. Ще 34 052 особи, у тому числі 2 075 дітей, зазнали поранень. Знищено або пошкоджено понад 235 тисяч об’єктів цивільної інфраструктури.

Загалом зафіксовано понад 170 тисяч воєнних злочинів, серед яких: позасудові страти українських військовополонених; масове використання катівень на окупованих територіях; репресивна судова система, яка діє на захоплених територіях та в самій росії; сексуальне насильство, у тому числі проти дітей; примусове переміщення і депортація українських громадян; системні злочини проти власності на окупованих територіях; застосування хімічної зброї.

«Ми маємо справу не з окремими епізодами, а з системними практиками, які становлять порушення міжнародного гуманітарного права і є злочинами проти людяності», – зазначив Андрій Лещенко.

Наразі повідомлено про підозру 965 особам, обвинувальні акти щодо 697 осіб направлено до суду, 194 особи вже засуджено.

«Ми не просто документуємо злочини. Ми створюємо доказову основу, яка ляже в основу рішень міжнародних та національних судів, у тому числі спеціального трибуналу щодо злочину агресії проти України», – наголосив Андрій Лещенко.

Представники Офісу Генерального прокурора презентували структуру та напрями роботи Департаменту протидії злочинам, вчиненим в умовах збройного конфлікту, інші ініціативи у сфері розслідування міжнародних злочинів, серед яких, удосконалення стандартів досудового розслідування; оновлення стратегічних документів та імплементаційного плану до стратегічних документів на 2025–2026 роки; розвиток цифрових інструментів; посилення системи захисту потерпілих і свідків; розвиток управлінських і аналітичних спроможностей підрозділів.

Під час зустрічі також обговорили необхідність посилення координації спільних дій, подальшого обміну інформацією та напрацювання єдиних підходів до документування й розслідування міжнародних злочинів, зокрема у контексті створення спеціального трибуналу щодо злочину агресії проти України.

Офіс Генерального прокурора висловлює вдячність міжнародним партнерам за підтримку та конструктивну співпрацю, яка сприяє ефективному документуванню та притягненню до відповідальності осіб, винних у найтяжчих злочинах проти України та її громадян.

More than 170 thousands war crimes: The Prosecutor General's Office outlined the scale of the russian federation's crimes at a meeting with international partners

On August 1, 2025, the meeting with the participation of Deputy Prosecutor General Andriy Leshchenko, representatives of diplomatic institutions, international organizations and international technical assistance projects working in Ukraine in the field of international justice has been held at the Prosecutor General's Office.

The event was attended by 25 representatives of international partners, in particular from the Embassies of France, Germany, the Netherlands, Great Britain, Japan, Italy, Canada, the USA, as well as the Representation of the European Union, the UN, the Council of Europe, the EU Advisory Mission, the Global Rights Compliance, the International Organization for Development Law in Ukraine (IDLO), EU Project Pravo-Justice and others.

From the Prosecutor General’s Office, the meeting was also attended by heads of structural departments that provide procedural supervision in cases regarding international crimes, as well as specialists responsible for supporting victims and witnesses..

During the meeting, the parties discussed the current state of cooperation and the determination of further steps, in particular in the field of international crime investigation.

«To date, more than 170 thousands war crimes committed by representatives of the aggressor state have been documented. This is the biggest challenge for the international justice system since the Second World War», – emphasized Andriy Leshchenko.

He emphasized the scale and terrible consequences of the armed aggression of the russian federation against Ukraine. As of 31 July 2025, as a result of full-scale invasion 15 258 civilians, had been killed of whom 640 were children. Another 34 052 persons, including 2 075 children, were injured. More than 235 thousands civilian infrastructure facilities had been destroyed or damaged.

In total, more than 170 thousands war crimes were recorded, including: extrajudicial executions of Ukrainian prisoners of war; mass use of torture chambers in the occupied territories; the repressive judicial system operating in the captured territories and in russia itself; sexual violence, including against children; forced displacement and deportation of Ukrainian citizens; systemic crimes against property in the occupied territories; use of chemical weapons.

«We are not dealing with individual episodes, but with systemic practices that constitute violations of international humanitarian law and are crimes against humanity», – noted Andriy Leshchenko.

So far, 965 persons have been notified of suspicion, indictments against 697 persons have been sent to trial, and 194 persons have already been convicted.

«We don't just document crimes. We are building an evidentiary basis that will form the foundation of the decisions of international and national courts, including the special tribunal on the crime of aggression against Ukraine», – emphasized Andriy Leshchenko.

Representatives of the Prosecutor General presented the structure and directions of activity of the Department for Combating Crimes Committed in the Conditions of Armed Conflict, other initiatives in the field of international crime investigation, including improvement of pre-trial investigation standards; updating strategic documents and the implementation plan to strategic documents for 2025–2026; development of digital tools; strengthening the system of protection of victims and witnesses; development of management and analytical capabilities of .departments

During the meeting, they also discussed the need to strengthen the coordination of joint actions, further exchange of information and development of unified approaches to documenting and investigating international crimes, in particular in the context of the creation of a Special Tribunal for the Crime of Aggression against Ukraine.
