Системна робота прокурорів Офісу Генерального прокурора, Волинської обласної та окружних прокуратур щодо викриття схем і злочинів у бюджетній сфері на Волині триває. Це вже другі реалізації у регіоні за останній час.

За результатами досудових розслідувань повідомлено про підозру десятьом посадовцям органів влади та місцевого самоврядування, керівникам державних і приватних підприємств.

Порушення у сфері довкілля.

Суб’єкт господарювання без будь-якого дозволу здійснював наднормові викиди забруднюючі речовини під час виробництва деревного вугілля. Це завдало довкіллю шкоди на понад 1,7 млн грн.

Розтрата та привласнення коштів.

• Начальник закупівель ДП «Волинський облавтодор» спільно з директором приватного підприємства розтратили понад 1,3 млн грн на оплаті щебеню та транспортування, які фактично не здійснювалися.

• Посадовці Руденського психоневрологічного інтернату розтратили понад 370 тис. грн, виділених на потреби мешканців закладу.

• Заступник директора приватного підприємства, завищуючи вартість робіт під час ремонту рентген-кабінету в Любомлі, привласнив понад 280 тис. грн.

• Директор школи у Камінь-Каширському районі заволодів понад 410 тис. грн на закупівлі комплекту «Лазертаг».

Зловживання службовим становищем.

• Посадовець Волинської ОДА закупив зерно за завищеними цінами, чим завдано збитків державі на понад 4,8 млн грн.

• Службовці Держгеокадастру незаконно передали у приватну власність земельну ділянку в межах заказника «Гнідавське болото», що завдало шкоди на понад 600 тис. грн.

• Сільський голова с. Городище безпідставно підписав 8 додаткових угод на постачання електроенергії, завдавши бюджету понад 200 тис. грн.

Службова недбалість.

Через неналежне виконання обов’язків начальником відділу Маневицької селищної ради при закупівлі пального розтрачено понад 150 тис. грн.

Загалом збитки бюджету у цих кримінальних провадженнях сягають близько 10 млн грн.

Наразі прокурори готують клопотання до суду про обрання запобіжних заходів і відсторонення підозрюваних від посад.

Розслідування здійснюється за процесуального керівництва Волинської обласної прокуратури, Луцької, Ковельської та Камінь-Каширської окружних прокуратур у взаємодії з ГУНП, УСБУ, БЕБ, ДБР та УСР у Волинській області.

Примітка: відповідно до ст. 62 Конституції України особа вважається невинуватою у вчиненні злочину і не може бути піддана кримінальному покаранню, доки її вину не буде доведено в законному порядку і встановлено обвинувальним вироком суду.

The systematic activity of the Prosecutor's Office continues: new facts of crimes in the budget sphere in Volyn have been exposed

Systematic activity of prosecutors of the Prosecutor General’s Office, Volyn Regional and District Prosecutor's Offices to expose corruption schemes and crimes against the environment in Volyn continues. These are already the second implementations in the region in recent times.

According to the results of pre-trial investigations, ten officials of government and local governments, heads of state and private enterprises were notified of suspicion.

Violations in the sphere of environment.

The business entity emitted excessive pollutants during charcoal production without any permit. This caused environmental damage of over UAH 1.7 million.

Embezzlement and misappropriation of funds.

* The head of procurement of «Volynskyy oblavtodor» SE along with the director of a private enterprise embezzled more than UAH 1.3 million on the payment of crushed stone and transportation, which were not actually carried out.

* Officials of the Rudensky psychoneurological boarding school embezzled more than UAH 370 000 allocated for the needs of the institution's residents.

The deputy director of a private enterprise, inflating the cost of works during the repair of the X-ray office in Lyuboml, embezzled more than UAH 280 000.

* The director of a school in the Kamin'-Kashyrs'kyi district misappropriated UAH 410 000 for the procurement of a set of «Lasertag».

Abuse of official position.

* An official of the Volyn Regional State Administration bought grain at inflated prices, causing losses to the state of more than UAH 4.8 million.

* Officials of the State Geocadastre illegally transferred a plot of land within the «Hnidavske boloto» reserve to private ownership, which caused more than UAH 600 000 in damage.

•Village head of Horodyshche unjustifiably signed 8 additional agreements for the supply of electricity, inflicting more than UAH 200 000 on the budget.

Official negligence.

Due to improper performance of duties by the head of the department of the Manevytchi Settlement Council, more than UAH 150 000 was spent on the procurement of fuel.

In general, budget losses in these criminal proceedings reach about UAH 10 million.

Prosecutors are currently preparing a motion to the court to take preventive measures and suspend the suspects from their positions.

The investigation is carried out under the procedural supervision of the Volyn Regional Prosecutor's Office, the Lutsk, Kovel and Kamin-Kashirsky District Prosecutor's Offices in interaction with the Main Department of National Police, Security Service of Ukraine Department, Economic Security Bureau, State Bureau of Investigation and Strategic Investigations Department in the Volyn Region.
