За процесуального керівництва Офісу Генерального прокурора слідчими ДБР затримано керівника комунального медичного закладу виконавчого органу Київської міської ради, а також двох завідувачів відділень — психіатричного та приймального.

За даними слідства, посадовці організували схему фіктивного оформлення груп інвалідності військовозобов’язаним, які прагнули уникнути мобілізації та виїхати за кордон під виглядом осіб з інвалідністю.

Схема включала фальсифікацію документів щодо нібито проходження стаціонарного лікування, підготовку медичних висновків та подальше рішення комісії МСЕК про встановлення другої групи інвалідності.

Затримання в порядку ст. 208 КПК України відбулося безпосередньо після одержання керівником закладу останньої частини неправомірної вигоди в розмірі 5 тис. доларів США за «оформлення» інвалідності. Загальна задокументована сума отриманих хабарів — 11 тис. доларів США та 4 196 грн.

Наразі проводяться обшуки, вилучення документації, встановлюються всі особи, причетні до протиправної діяльності, а також громадяни, які незаконно скористалися такими «послугами».

Затриманим готується повідомлення про підозру та вирішується питання про обрання запобіжного заходу.

Досудове розслідування здійснюється слідчими ГСУ ДБР за оперативного супроводу УВК ДБР.

Примітка: відповідно до ст. 62 Конституції України особа вважається невинуватою у вчиненні злочину і не може бути піддана кримінальному покаранню, доки її вину не буде доведено в законному порядку і встановлено обвинувальним вироком суду.

Leadership and doctors of metropolitan medical institution who "registered" disability for reward were detained

Under the procedural supervision of the Prosecutor General's Office, the investigators of State Bureau of Investigation detained the head of a municipal medical institution of the executive body of the Kyiv City Council, as well as two heads of departments - psychiatric and reception departments.

According to the investigation, officials organized a scheme to fictitiously establish disability groups for conscripts who sought to avoid mobilization and travel abroad under the guise of persons with disabilities.

The scheme included falsifying documents regarding alleged inpatient treatment, preparing medical conclusions, and the subsequent decision of the Medical and Social Expert Commission (MSEC ) to establish a second disability group.

The detention under Article 208 of the Criminal Procedure Code of Ukraine took place immediately after the head of the institution received the last part of the illegal benefit in the amount of 5 thousand US dollars for "registering" disability. The total documented amount of bribes received is 11 thousand US dollars and 4,196 UAH.

Currently, searches are being conducted, documentation is being seized, and all persons involved in illegal activities, as well as citizens who illegally used such "services", are being identified.

A notification of suspicion is being prepared for the detainees and the issue of selecting a preventive measure is determined.

The pre-trial investigation is carried out by investigators of the Main Investigative Department of the State Bureau of Investigation with operational support of State Bureau of Investigation. 

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in accordance with the law and established by a court verdict.
