Prosecutors of the Sumy Regional Prosecutor's Office, in cooperation with other law enforcement agencies, have notified 18 individuals of suspicion, including deputies, officials, heads, and employees of state and municipal institutions, as well as entrepreneurs.

Crimes in the field of official activity and losses to the state

The director of one of the Gluhiv municipal enterprises paid for the reconstruction of the water supply system at inflated prices, resulting in losses to the state amounting to UAH 7.9 million.

The head of one of the departments of the State Enterprise "Infrastructure of Sumy Region" improperly performed official duties while verifying the formation of the cost of goods during the capital repair of the bridge crossing. Losses - UAH 2.4 million.

The official negligence of the head of one of the departments of the city council during the procurement of firewood for the population led to UAH 2.1 million in budget losses.

The former head of the Infrastructure Restoration and Development Service in the Sumy region and the deputy director of the LLC conspired to misappropriate budget funds during the construction of fortifications amounting to almost UAH 1.4 million.

The head of one of the departments of the Okhtyrka City Council, who is a deputy of this City Council, the acting head of one of the departments of the Shostka City Council, and his deputy signed unjustified agreements for the procurement of electricity. Losses – UAH 1.2 million.

The entrepreneur misappropriated UAH 553,000 of budget funds during the implementation of energy modernization of the water intake.

The technical supervision engineer failed to monitor the construction of the football field, which led to an overstatement of the price by UAH 351,000.

The entrepreneur, who is a deputy of the district council, misappropriated more than UAH 290,000 of budget funds during the repair of anti-radiation shelters.

The former accountant of the education department of the Nyzhnya Syrovatka village council of the Sumy district, a deputy of this council, also misappropriated almost UAH 220,000 of budget funds when calculating salaries.

Crimes against the environment

The former director of the State Enterprise "Yampil Agroforestry Farm" sold unprocessed wood at reduced prices, resulting in losses to the state amounting to UAH 2.5 million.

The acting chief forester of the State Enterprise "Krolevetsky Forest Farm" improperly performed duties while felling trees, leading to damages of UAH 450,000.

Tax evasion

A deputy of the Sumy Regional Council, who is the founder and former director of the LLC, evaded paying taxes amounting to almost UAH 7.3 million.

An individual entrepreneur also evaded paying taxes of UAH 8.4 million.

Bribery

A doctor at the Konotop Hospital, being a member of a Military Medical Commission, with the assistance of a nurse from the psychiatric office of the same hospital, received an illegal benefit of UAH 40,000 for resolving an issue in favor of a conscript.

The actions of the suspects are classified under parts 4, 5 of Article 191, part 1 of Article 366, part 2 of Article 364, part 2 of Article 367, part 4 of Article 358, part 1 of Article 368, parts 2, 3 of Article 212, part 1 of Article 362, part 3 of Article 436-2 of the Criminal Code of Ukraine.

Motions have been prepared for the selection of preventive measures and the suspension of suspects from their positions.

The pre-trial investigation is being conducted under the procedural supervision of the prosecutors of the Sumy Regional Prosecutor's Office and in cooperation with the Main Department of National Police, the Security Service of Ukraine, the Strategic Investigations Department, and the Patrol Police Department in the Sumy Region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
