Прокурори Сумської обласної прокуратури у взаємодії іншими правоохоронцями повідомили про підозру 18 особам, серед яких депутати, посадовці, керівники та службові особи державних та комунальних установ, підприємці.

Злочини у сфері службової діяльності та збитки державі

Директор одного з глухівських комунальних підприємств оплатив роботи з реконструкції водогону за завищеними цінами, що призвело до збитків державі на суму 7,9 млн грн.

Начальник одного з відділів ДУ «Інфраструктура Сумщини» неналежно виконувала службові обов’язки при перевірці формування вартості товару під час виконання робіт з капітального ремонту мостового переходу. Збитки - 2,4 млн грн.

Службова недбалість начальника одного з відділів міської ради під час закупівлі дров для населення призвела 2,1 млн грн збитків бюджету.

Колишній начальник Служби відновлення та розвитку інфраструктури у Сумській області та заступник директора ТОВ у змові заволоділи бюджетними коштами при будівництві фортифікаційних споруд на суму майже 1,4 млн грн.

Начальник одного з управлінь Охтирської міської ради, який є депутатом цієї міської ради, в. о. начальника одного з управлінь Шосткинської міської ради та його заступник підписали необґрунтовані угоди на закупівлю електроенергії. Збитки – 1,2 млн грн.

Підприємець привласнив 553 тис. грн бюджетних коштів при виконанні робіт з енергетичної модернізації водозабору.

Інженер з технічного нагляду не проконтролював виконання робіт з будівництва футбольного поля, що призвело до завищення ціни на 351 тис. грн.

Підприємець, який є депутатом районної ради, заволодів більше 290 тис грн бюджетних коштів під час ремонту протирадіаційних укриттів.

Колишня бухгалтерка відділу освіти Нижньосироватської сільської ради Сумського району, депутатка цієї ради, теж привласнила майже 220 тис грн бюджетних коштів при нарахуванні зарплати.

Злочини проти довкілля

Колишній директор ДП «Ямпільський агролісгосп» реалізував необроблену деревину за заниженими цінами, що призвело до збитків державі на суму 2,5 млн грн.

В.о. головного лісничого ДП «Кролевецький лісгосп», неналежно виконував обов’язки, при здійсненні рубки дерев, що призвело до збитків у сумі 450 тис грн.

Несплата податків

Депутат Сумської обласної ради, який є засновником та колишнім директором ТОВ, ухилився від сплати податків на майже 7,3 млн грн.

Фізична особа-підприємець теж не сплатив податків на 8,4 млн грн.

Хабар

Лікар Конотопської лікарні, будучи членом військово-лікарської комісії, за пособництва медичної сестри психіатричного кабінету цієї ж лікарні одержав неправомірну вигоду в розмірі 40 тис. грн за вирішення питання в інтересах військовозобов’язаного.

Дії підозрюваних кваліфіковано за ч. ч. 4, 5 ст. 191, ч. 1 ст. 366, ч. 2 ст. 364, ч. 2 ст. 367, ч. 4 ст. 358, ч.1 ст. 368, ч.ч. 2, 3 ст. 212, ч.1 ст.362, ч. 3 ст. 436-2 КК України.

Підготовлені клопотання про обрання запобіжних заходів та відсторонення підозрюваних від займаних посад.

Досудове розслідування здійснюється за процесуального керівництва прокурорів Сумської обласної прокуратури та у взаємодії з ГУНП, УСБУ, УСР та УПК в Сумській області.

Примітка: відповідно до ст. 62 Конституції України особа вважається невинуватою у вчиненні злочину і не може бути піддана кримінальному покаранню, доки її вину не буде доведено в законному порядку і встановлено обвинувальним вироком суду.

In Sumy region 18 persons were notified on suspicion of abuse and corruption crimes. Over UAH 19.4 million in losses and UAH 15.7 million in unpaid taxes

Prosecutors of the Sumy Regional Prosecutor's Office in interaction with other law enforcement officers, notified 18 persons on suspicion, including deputies, officials, heads and officials of state and municipal institutions, entrepreneurs.

Offenses in the field of official activity and losses to the state

The director of one of the Gluhiv municipal companies paid for the reconstruction of the water supply system at inflated prices, which led to losses to the state in the amount of UAH 7.9 million.

The head of one of the departments of «Infrastructure of Sumy region» SA improperly performed official duties when verified the formation of the value of goods during the capital repair of the bridge crossing. Losses - UAH 2.4 million.

The official negligence of the head of one of the departments of the city council during the procurement of firewood for the population led to UAH 2.1 million in budget losses.

The former head of the Infrastructure Restoration and Development Service in the Sumy region and the deputy director of the LLC conspired to misappropriate budget funds during the construction of fortifications in the amount of almost UAH 1.4 million.

The head of one of the departments of the Okhtyrka City Council, who is a deputy of this City Council, the acting head of one of the departments of the Shostka City Council and his deputy signed unjustified agreements for the procurement of electricity. Losses – UAH 1.2 million.

The entrepreneur misappropriated UAH 553 000 of budget funds during the implementation of energy modernization of the water intake.

The technical supervision engineer did not monitor the construction of the football field, which led to an overstatement of the price by UAH 351 000.

The entrepreneur, who is a deputy of the district council, misappropriated more than UAH 290 000 of budget funds during the repair of anti-radiation shelters.

The former accountant of the education department of the Nyzhnya Syrovatka village council of the Sumy district, a deputy of this council, also misappropriated almost UAH 220 000 of budget funds when calculating salaries.

Crimes against the environment

The former director of «Yampil Agroforestry Farm» SE sold unprocessed wood at reduced prices, which led to losses in the amount of UAH 2.5 million.

Acting chief forester of «Krolevetsky forest farm» SE , improperly performed duties when felling trees. Damages - UAH 450 000.

Non-payment of taxes

The founder and former director of the LLC, who is a deputy of the Sumy Regional Council, evaded paying taxes for almost UAH 7.3 million.

An individual entrepreneur evaded paying taxes of UAH 8.4 million.

Bribery

The doctor at the Konotop Hospital, being the member of a Military Medical Commission, with the assistance of the nurse of the psychiatric office of the same hospital, received an illegal benefit in the amount of UAH 40 000 for solving the issue in the interests of a conscript.

The actions of the suspects are qualified under part 4, 5 of Art. 191, part 1 of Art. 366, part 2 of Art. 364, part 2 of Art. 367, part 4 of Art. 358, part 1 of Art. 368, part 2, part 3 of Art. 212, part 1 of Art. 362, part 3 of Art. 436-2 of the Criminal Code of Ukraine.

The motions have been prepared for the selection of preventive measures and the suspension of suspects from their positions.

The pre-trial investigation is carried out under the procedural supervision of the prosecutors of the Sumy Regional Prosecutor's Office and in interaction with the Main Department of National Police, the Security Service of Ukraine, Strategic Investigations Department and the Patrol Police Department in the Sumy Region.
