In Transcarpathia, prosecutors stopped a scheme to create an artificial state debt of UAH 32 million

The private enterprise demanded that the State Road Service pay for road maintenance work amounting to 32 million UAH. However, this work was not agreed upon with the customer; it was allegedly carried out after the contract had ended; and it was not supported by proper documentation - the acts of completed work were without the signatures of the Road Service.

In fact, the company attempted to impose payment on the state for services that were not officially ordered or accepted.

During the court proceedings, the enterprise proposed a settlement agreement, under which the court would have to confirm the completion and acceptance of the work itself. Since this is an exclusive function of the customer, not the court, the prosecutors objected to this approach, and the court refused to approve the agreement.

The position of the prosecution was supported by the Supreme Court - it overturned the appellate decision in favor of the business. After a new review, the appellate court ruled in favor of the state.

This case is not just a dispute over payment - the prosecution effectively halted an attempt to artificially create a fictitious debt for the state amounting to tens of millions of hryvnias.
