Under the procedural supervision of prosecutors of the Prosecutor General's Office, three individuals were notified of suspicion for attempted misappropriation of a land plot of over 1 hectare in the center of the capital. It is owned by the Kyiv City Council and belongs to the territory of the state enterprise "National Film Studio of Feature Films named after Oleksandr Dovzhenko."

According to the investigation, the suspects implemented the scheme using forged documents. They produced certificates, technical passports, and a land management project, registered ownership of a non-existent building, and later created a new enterprise, issued acts of acceptance and transfer of "property," and engaged a controlled land management engineer.

The ultimate goal was to conclude a contract for free lease of a plot of land over 1 hectare, with a market value of about UAH 60 million.

Thanks to the vigilance of representatives of the state enterprise and the timely informing of law enforcement agencies, it was not possible to fully implement the plan – the land plot is under seizure.

Currently, three suspects have been charged with:

• organization of attempted fraud in particularly large amounts (part 3 of Art 15, part 3 of Art 27, part 4 of Art. 190 of the Criminal Code of Ukraine);

• forgery and use of official documents by a group of individuals (part 3, part 4 of Art. 358 of the Criminal Code of Ukraine).

The issue of selecting preventive measures is being determined.

Pre-trial investigation is carried out by investigators of the Main Investigative Department of the National Police of Ukraine with operational support from the Department of Strategic Investigations of the National Police of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
