Prosecutors of the Kyiv City Prosecutor's Office, based on the materials of the Strategic Investigations Department in Kyiv, have notified the deputy director of the Department of Transport Infrastructure of the Kyiv City State Administration (KCSA) of suspicion for official negligence.

His actions are qualified under part 2 of Art. 367 of the Criminal Code of Ukraine.

At the beginning of December 2023, due to the flooding of the tunnel between the stations “Demiivska” - “Lybidska” and the potential threat of a man-made emergency, train traffic on the section between the stations “Lybidska” - “Teremky” was stopped. At that time, the KCSA decided to organize the transportation of passengers by buses that would duplicate the route of closed metro stations.

The closure of metro stations, which resulted in lost profits from passenger transportation and the organization of duplicate land transport routes, cost the capital's budget UAH 164 million. This is the amount of losses incurred by the capital's community.

It was established that the deputy director of the Department of Transport Infrastructure, who is also the head of the Highway Infrastructure Department, did not control the work of the municipal company “Kyiv Subway” on issues within the competence of the Department, and also did not participate in the organization of works to eliminate the consequences of emergency situations at transport infrastructure facilities, which later led to the temporary closure of metro stations.

The issue of choosing a preventive measure for the suspect and suspension from office is being determined.

It should be recalled that four metro officials were previously suspected of official negligence, which led to the temporary shutdown of several metro stations:

- the former head of "Kyiv Subway" (according to the investigation, he did not assess the risks of emergency situations at the municipal enterprise facilities, did not take measures to ensure the long-term service of buildings and prevent the appearance of their malfunctions);

- the director of the Department of Transport Infrastructure of the KCSA (despite being aware of the threat of an emergency situation that could lead to the destruction of the tunnel, did not take any measures to eliminate it);

- the head of the track, tunnel structures and buildings service and the chief engineer of the subway (they did not inspect the tunnels, inspect and observe weakened structures and buildings).

Pre-trial investigation under the procedural supervision of the Kyiv City Prosecutor's Office and operational support of the Strategic Investigations Department in Kyiv, Department of Strategic Investigations of the National Police of Ukraine is carried out by investigators of the Investigations Department of the National Police in Kyiv.

According to Art. 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
