Under the procedural supervision of the Kyiv Regional Prosecutor's Office, the director of the Private Municipal Household Enterprise “Teplokomunservis” and the chief economist of this enterprise have been exposed for embezzling budget funds in the amount of over UAH 13.2 million, as well as the former head of the Bucha City Council Utilities Department, whose improper performance of duties contributed to this.

According to the investigation, the director and chief economist of the Private Municipal Household Enterprise “Teplokomunservis” every month during 2021-2023, knowing the actual costs for the production, supply, and transportation of thermal energy, as well as for water supply and wastewater disposal, increased the total amount of the difference between the current tariffs for the population established by the executive committee of the Bucha City Council and the economically justified costs (actual costs) for the supply of thermal energy, water supply, and wastewater disposal. They submitted the corresponding calculations to the Bucha City Council for their approval and reimbursement. 

At the same time, the head of the Utilities Department of the Bucha City Council improperly performed her duties and did not organize a check of the calculations provided by the enterprise, which led to excessive payments from the budget of the Bucha City Council.

This led to excessive payments from the budget of the Bucha City Council in the amount of almost UAH 1.7 million due to unjustified compensation for the difference in tariffs for the supply of thermal energy, and in the amount of over UAH 11.5 million due to unjustified compensation for the difference in tariffs for water supply and wastewater. In total, the losses amounted to over UAH 13 million. 

The director and chief economist of the Private Municipal Household Enterprise “Teplokomunservis” have been notified of suspicion under part 5 of Art. 191 of the Criminal Code of Ukraine, and the head of the Utilities Department of the Bucha City Council has been notified of suspicion under part 2 of Article 367 of the Criminal Code of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
